Flaming original rules! There, I said it...
50.15 & 50.17 both say 2/3 Line trucks cannot provide ammo until it is unloaded. 53.24 directly contradicts that. Am I missing something?

Agreed, Tony. Case 53.24 should say "ammunition and fuel *in first line trucks* may be expended with no unloading cost." (Based on 50.15, 50.17, and 49.16.) This is assuming, of course, that by "expanded" in 53.24 they meant "expended" - otherwise we go in a whole other direction entirely.

Summarizing clarification:
[53.24] There is a Capability Point cost to load and/or off-load supplies and men. (See 6.3). Supplies for one truck unit must have been off-loaded by that truck before another truck unit may load and carry them. This applies even if both truck units are attached to the same parent combat unit or convoy. Furthermore, supplies and/or men carried by second and third line trucks that have reached their full extended CPAs may not be offloaded (and picked up by another truck) if such action will cause that truck unit to exceed its extended CPA. Exceptions: During the Supply Distribution Segment, trucks may freely be loaded and unloaded; during the Combat and Movement Segment, ammunition and fuel loaded in first line trucks in that hex may be expended with no unloading cost.
